Digitizing Earthquake Damage Assessment to Reduce Disputes

Reliable field records can support both engineering decisions and procedural fairness after a disaster.

Construction analyticsPost-disaster case studyJournal article

The question

Large reconstruction programs generate enormous volumes of damage information, and incomplete records can amplify disputes. The study examined Nepal’s first use of a digitized assessment application after the 2015 Gorkha earthquake.

What we did

Reconstruction engineers reported their experience with the application used during the detailed assessment of more than one million buildings. The analysis compared conditions across 31 affected districts and documented lessons for reconstruction and data management.

What we found

  • Engineers reported that digitized assessment reduced disputes and legal issues during reconstruction.
  • Statistical testing showed significantly greater damage in the 14 crisis-hit Group A districts than in Group B.
  • The study records implementation lessons from a national-scale, technology-enabled assessment effort.

Why it matters

Reliable field records can support both engineering decisions and procedural fairness after a disaster. The case shows why data design should be treated as part of reconstruction governance, not merely as administrative support. Read together, the question, method, and findings show how this publication fits within Tafazzoli’s broader program of connecting built-environment evidence with practical decisions. The page intentionally separates documented results from interpretation and directs readers to the complete paper for methodological detail. The study also illustrates a recurring principle across this research portfolio: a useful result must be understood in its original setting before it is transferred to another project, organization, population, or policy context.
